You're not going to like my answer, but:
A girl should be confident of herself and have a lot of self respect. She should be friendly and kind to those around her.
As for the rest, well, she should know what looks good on her - don't dress like your friends, dress to accentuate YOUR assets, and minimize your flaws. Make up should be none or just a little, again, just to hide flaws and accentuate assets.
Everything else doesn't matter if a girl can handle all that.
