What we are looking at is a roto-molded plastic outdoor furniture piece.... You want to transform it into a piece of child's furniture.... here is what I would do...
I would sew up a seat cushion for the seat itself, and paint the unit some more pleasing color. Since we are talking furniture for children, perhaps something bright and multicolored... tho, if placing it in your living room, you may prefer something more subdued. Personally, I'd make it fun for the kids... hehehe.
The seat cushion can be made of practically any material, especially if you put a zipper in the end, so it can be removed and washed later. You can purchase foam padding, stuffing, or even use the 'packing peanuts'. Bean bag filler is another good choice, and I know you can get it by the bag, to restore bean bags. For extra durability, you could even make one interior liner, out of a basic, tough cloth, and then the zippered, outer liner, out of the material of choice. You could even pull your paint colors for the bench from the material.
Paint -- you will need to use the paint that is made specifically for "plastic" or "outdoor plastic" (like the rubbermaid outdoor products)....this is a relatively new product, but it does come in a variety of colors. Ive seen it in our local Ace hardware store, Im sure there are other stores carrying it. All Ive seen it in so far, is spray cans.. but they do have a lot of colors available. If you want multiple colors/patterns, I'd make stencils.
