This is in fact nothing new....the parole board in Texas has to deal with this issue often.

It is done in the form of 'early release'.

It does not deal with just 'white collar' crime, it is basically reviewed on an individual basis.

We don't have to fear they'll jump us and rob us if we walk in their neighborhood so YES - they'll get out first.
I honestly don't mind that. They are not a threat.
