In some Asian countries you can buy 'whitening' mositurizer than kinda bleaches the skin (though not at all naturally!). It's weird - everyone wants what they don't have, and in the west where people are naturally paler, tans are usually in. In Asia I noticed it went the other way round.

Avoid the sun, use SPF-50 sunblock when you DO go out in the sun, use an exfoliating scrub, and use a high quality moisturizer several times a day.
