I would not worry with what brand is the best if you are thinking of buying new. There are hundreds of manufactures with hundreds of models and sizes.

If you are talking about a window unit, then determine what size you need (1 ton for every 500 square feet, ton = 12,000 BTU's) than go to your local suppliers, walmart best buy and select the unit to fit your needs. Look at the warranty (some places only offer a warranty on the compressor), the features, and the efficiency.

If you are talking about a installed unit (DX split system) your best bet is to get detailed quotes from local HVAC companies and compaire total cost of install, warranty and then the SEER reating on the equipment. The higher the SEER rating the more effient the unit is = the less it will cost to operate the unit.

After you get your new ac, keep up on the maintenance (biggest thing you can do is to keep the air filter changed or cleaned).

If you are talking about A/C units for the entire house, I would recommend an Admiral. They cost a bit more, but they come with a 5 year warranty, and they are considered very good. You won't generally get an Admiral if you build a home because the builder will not make as much profit on it.
