You can find the ip address of another computer if you have a site and they visit your site. It would be one of the headers sent to the server. Of course, there is always chance of error, or the user could be using a secure proxy, but that is the only way I know of. In any case, they have to initiate the connection.

For instance, in PHP, you can use $_SERVER['REMOTE_ADDR'] as well as a few other methods, some of which attempt to find the true IP address of the visitor behind a proxy.

an IP Address is like your computer's social secury number. Why would someone give you their IP Address?
