The ancient Babylonians had a number system based on 60. For instance, they would write 144 as

that is (I = 1, > = 10),
2 , 24
and it had to be read as 2 * 60 + 24.
They did not use a zero. So when they wrote
>I
they could simply mean 11; but it could also stand for 11 * 60 = 660, or even for 11/60. As far as I know, they just dealt with the problem -- the context would make clear what was meant.
That would be the same as me saying that next year I will be 3 years old...

Presumably we'd have to invent a "10" character and use that in its place. Call it "~" for example. We'd count:
1 2 3 4 5 6 7 8 9 ~ ~1 (eleven) ~2 (twelve) ~3 (thirteen)...~8, ~9, ~~ (twenty) and so on.
Or, we'd be in a Base 9 world (rather than the Base 10 we use) and count:
