As someone has said, CHECK with your provider before returning the phone for warranty to see if they will cover water damage. If they don't, you can find out for sure yourself by checking under the battery of your phone. There'll be a small little sticker, about the size of a pencil-head, and it's usually white with a pattern of Xs or dots or something - if it's a solid color, you're hooped.
If you do need to buy a new phone, here's a couple suggestions:
First, how far are you into contract? Near the end of your contract you will probably be eligible for a new phone at a heavily discounted price - if you're happy with your provider and willing to take another (probably 2 year) contract, this may be your best option. Call them up and ask! It can't hurt.
Second, if you're not able to go that route, ask your carrier if they sell refurbished phones. Some companies sell these at a *massively* discounted price, and if you're willing to settle for a reduced warranty period (refurbished stuff tends to be covered for only a few months), you might want to try that route.
Third, if they don't, try eBay - look for someone with very, very good feedback specifically pertaining to the sale of cellphones, because this is where the biggest chance of getting a phone with something wrong with it and either dealing with a lot of hassle or being out of luck comes in.
Keep in mind that some carriers will charge you a fee to change your technology, so you may want to ask about that, as well, before you buy any phone.

You can TRY this: TAKE the battery out first. Get a bottle of isopropyl (rubbing) alcohol and SATURATE the key pad with it. Then press all the buttons many times while it is still wet. Then BLOT it dry with a towel and put the battery back in, turn it on and see if that helped. The soapy bath watter could have dried and left a film on some of the number switches. The only other thing is to take it apart and, again, using alcohol, clean the PC board switch contacts. Not recommended for the faint of heart.

Check to see if your phone was under warranty. If it is, take it to your service provider and see if you can have it sent for repair. But, that said, I will also let you know that there is sometimes a marker inside the phone that will change colour when the phone encounters water damage. So they may or may not hit you with a bill for it. If there is a bill, they should let you know before they go to repair it to make sure you want it still. Short of that, I'm sorry to say that it does look like you will need to get a new phone :( I know that here in Canada I can always get a new phone, I just need to get a new contract with it to keep the price lowered. That may be an option for you if you are on contract. Hope you manage to get it repaired
