If you are born on the cusp it means that you are born on the day when the transiting Sun was changing from one sign to another. You will be either one sign or the other not both. Your date, place and exact time of birth will determine your true Sun sign.

although i would like to agree that there is no way that you cannot be two different signs, i would like to explain how i came to understand the cusp. I am a Gemini/Cancer. I was born on "The day of change" what this refers to is the actual day that would change from one astrological sign to the next. However the cusp is a term used to refer to a three day period before and after "The day of change" therefore making the whole cycle one week. If i understand correctly, people who are born somewhere in this one week period can determine just how much it affects them, astrologically, all depends on when. If early in the week you are ascending in that sign and descending in the other making the first more prominent and the latter more residual. If late in the week you are decending the previous sign and ascending the new. Sorry i hope this made some sense. now that i am reading it again it sounds a little out there, oh well take it for what it its worth hope it helped.\

Being "on the cusp of two zodiac signs" just means that a person is born on a day when one sign ends and another begins. Since the first or last day of some signs varies (i.e. - Taurus, which some say starts on April 20 and others say it starts on April 21), people who are born on those days are said to be born on the cusp of two signs.

cusp means the day the sign changes. usually the 22nd or the 23rd (which also depends on whose horoscope you are reading) our newspaper goes mostly by the 22nd, yet on line alot of them go by the 23rd.
anywayz, this is because the moon and stars take time to move across the sky..it does not happen exactly at 12 midnight so there is a 24-hour window between signs. if you are fortunate enough to be born on the cusp of a sign, you will have strong characteristics from both signs. its kinda cool.

Being born on a day that one sign ends and another begins, or close enough to that date: example March 20 is usually Pisces but in some years Aries starts on that day, hence, it is "on the cusp."

I am on the cusp of Libra and Scorpio, my b-day is Oct 23, which is either the last day of Libra or the first day of Scorpio depending on what horoscope I'm looking at.
I've never had a professional chart done though
