Chelsea, as they should be with the resources they have available. Of course both Liverpool & Manchester United have been European Champions in the last 7 years so they have a claim.
The best to watch, IMO are Liverpool & Arsenal.

As much as I hate to say it, and believe me I realy HATE to say it, Chelsea have the best squad, I'm an Arsenal fan and I hate to see the Blues do well but money is power and Chelsea is money.
As for the best manager, I'd have to say Wenger because of the squad he has put together with less than a quarter of what Mourhino had to spend, he has had less money than any of the recent Liverpool, Newcastle, Man U and Chelsea managers and he still has a team that can challenge for any of the domestic or European cups.
