The main reason is that it is tough. You cover a ton of material in classical physics that in some ways is unrelated. People have to learn entire new topics such as vectors which can be confusing, The biggest reason that people have trouble with physics is that most of the teachers can't grasp that it is a difficult course for most students. But it is a two ways street because students don't study. The average student studies about an hour a week. You need about 6 hours a week of study time to get a good grade in physics.

Also some of the subjects taught are meaning less to most students. No computer science or chemist cares about newtons laws.

The first time I was introduced to physics was in high school, and it was tough. Later in college I realized that it was difficult because you have to memorize every equation. But after you take calculus and differential equations, you only have to learn a handful of basic equations, and you can derive the exact formula using differential equations.

My recommendation for new college students is to take as much math as possible before taking any science courses.
