It's easy. All you need is an emitter (either a light or a speaker) which changes pitch. For sound, you can even do stereo or quadraphonic separation to make it seem like the sound is moving past you. They do it all the time for movies.

The dopler effect is the direct result of realitivity...IE it is only evident because the motion of an approaching object "compresses" the wave fronts (of the sound) and stretches them out when moving away (like throwing a rock from the back of a moving train..... if your a weak thrower then you may not even be able to throw the rock hard enough to make it stationary (realitive to the ground.) But if you throw it off the front of the train then it will be going that little bit faster........ the same happens with sound .... pitch shifting it.

It happens every time something that makes sound goes past you.  Airplane propellers, train horns, car speakers....

If that's not artificial, what is?

The Dopeler effect (the tendency of stupid things to look smarter when they're coming at you fast) is another matter.
