well dear its best that you talk it out with your partner and what are the things which makes you comfortable doing but for that you will have to keep experimenting so that you can come to know what makes you feel good and which ones don't and don't if he keeps clean its safe to pull up the skin and give him the head have a nice day god bless you

If the guy's penis is hard, there is no reason to pull back any foreskin. It usually retracts itself. If he still has foreskin there, then you better have another round of foreplay.

Aparently the appeal of an uncircumcized penis is the softness of the head. I just heard this from a friend froma country where no one gets it cut.
So, if you keep it clean, then yes.
