a fan, and you can put an ice pack on you, close the curtain, it keeps the heat out by reflection it, light colors, no black, brown, dark colors. Open windows if you have 2 in a room and they are at opposite ends, open both then you get a cross breeze even if they are not acroose from each other, open all the windows. Then use one of those spray fans with water. DO NOT use the oven, if you have a convection oven microwave use that instead. Stay cool! and DRINK WATER!

How about an evaporative cooler? those use a very small amount of energy, and cool by sending air over water. I have a big house, and even when outside temps get 110 degrees, my house stays 80, and I use evaporative coolers. My electric bill this month was $50, and it's been over 100 for the past month!
They make small, portable units that can be found in some hardware stores.
Other than that, plant lots of shade trees, open up the windows at night, and close them during the day. Install heavy curtains and keep those closed during the day.
If you can put plants in front of your windows, on the exterior, that should block some of the sun.
A room fan won't cool the room, but will circulate air and the wind on your skin will help. Room fans are energy wasters if you aren't in the room while they are on.
Keep lights turned off, replace incandescent bulbs with flourescents, as the latter put out way less heat than the former. Don't use the oven at all. Try to cook using the microwave, as it doesn't heat up the room like a stovetop does.

The bets thing to do is ventilate the hot air out of the apartment by opening a window from the top down. This would be a window preferably on the shady side of the building so you are not letting the hot sunlight shine into the apartment to heat it up more. Keep all other windows closed with shades and curtains closed. If you have another window at the other end of the apartment in the shade you could open it from the bottom about 6" to 12" to draw some cooler air in and circulate through the apartment. A box fan could be used to aid in the circulation of the air going from the window opened from the bottom to the one opened from the top.
After sundown you could use a window fan to draw the cooler air into the apartment from a window at the opposite end from the window opened at the top. Remember if you use fans to keep cool you always want them to also keep the air moving toward the window opened from the top so you have a good positive flow to vent the heat to the outside.

In the day time when the sun is out, it will be good to close your windows and have curtains to block out the heat and sunlight from outside. The early morning coolness will still be trapped in the room.
Once the sun is out, open up the windows and curtains to let the cool breeze blow in and by nite, it will not be hot.
For warm nights, to further cool down the place, put your fan back facing the window to blow the cool air from outside in. This helps a lot! :)
Try them. It Works and save $$$. That's what I been doing :)

Before air conditioners came along
Fan in one window bringing air in, fan in a different window taking hot air out. Also a fan circulating air in the room with a bowl of water behind it, makes the air cooler.

Close your windows during the day, till around 4 when the temps start to dip. Freeze some bottle of water and put them in from of a fan that's in the same room as you. At night open the windows and let the air circulate. Close the windows in the morning.

I put down all the blinds so I won't let any sunlight in, and put a fan at an open window to suck in all the fresh air (well...as fresh as it can be in a city). You'd be surprised at how cool it can get. Oh, and I also try to use the least amount of energy possible (ie. lights, stove, etc....can't say the same thing for my computer and ps2 though).

Turn off all motors and lights. Use a Fan and a wet towel hung in front of the fan. It will cool you down, but it can be dangerous. Water does not mix well with a fan.

i absolutely agree with the person ahead of me. at school we usually keep the curtains closed, have a box fan on high, and stay still until it cools down. it might be a good time to read a good book, or something that doesnt involve a lot of movement to keep you occupied. also, also avoid using the oven during the day.
