I was the younger sister. She just wants attention. Set a time to play something with her - make sure to say when this will start and end. When this game ends, set another time to play with her (the next day or whatever). This way when she starts to bug you, you can tell her "remember we're going to play at ---, and right now I need my time." This way you're setting boundaries without being mean. The most important thing when doing this is to keep your promise to spend a set amount time with her... And like other answerers told you, there will come a day when you want her to want to spend time with you.

She bothers you because she want your attention. There will come a day when you will wish for her to be little again, and this was your biggest problem of the day. You and your sister should spend as much bonding time together as possible. Friends will come and go, but your family should always be there for each other. She will remember your patience with her, and be patient with you when you need it the most.
