It mostly depends on the kind of games he likes for example:
If he likes Basketball get him AND 1 STREETBALL or NBA BLLERS
If he likes Racing get him NEED 4 SPEED MOST WANTED or MIDNIGHT CLUB 3
If he likes fighting then get him any Def Jam game
If he likes mission games get himgames like SUPERMAN or BATMAN or FANTASTIC 4.
And if he likes cartoon games get him games like spongbob or Monster house something like that.

When you go to the store the games that have "GREATEST HITS" on them have all been on the top ten for more than 10 weeks. Even though they are not now they were at one time and are all good prices $19.99 & under. most of the games the others have sugested are true you need to get some ideas from your 11 yr old. Sports? hobbies? what will YOU let them see?
Some parents let there kids have whatever. Mature rated games we don't sell to any one under 17 and there is a reasons. When you find a game look at the rating on the front. Check the ESRB Rating.
EC= Early childhood
E = everyone
E +10= everyone 10 +
T = Teens 13+
M= Mature 17 +
LOOK AT THE BACK. They tell why they have this rating. ESRB does have a web page that gives you in detail what each item means.
EXAMPLE:
----Cartoon Violence --- Violent actions involving cartoon-like situations and characters. May include violence where a character is unharmed after the action has been inflicted
----Comic Mischief --- Depictions or dialogue involving slapstick or suggestive humor

I recommend holding off if you can. Playstation 3 is coming out in November. I am not recommending getting a PS3...but you will be able to get cheaper PS2s....
Oh and games my kids love (10 & 7)

Jak and Daxter. really fun game. I finished it in three days but i'm an 22 yrs old. It's more challenging for a 11yr old. It's very cartoony and has nice music.
Crash Bandicoot games are also cool
Racing games like Grand Turismo ( although very realistic ) can be fun too.

Harvest-Moon a wonderful life special edition!!! That game is rocking!! You are a dude and you have to farm get married and decide if you want your child wants to be into different things! Of course you have to alot of other stuff but it keeps me entertained for hours and i am in my teens! Anyway DDR Dance dance revolution is sweet to. And eye-toy is cool to

I like Crash Bandicoot games. I know at least some of them are PS one games, but plan on PS2. Maybe some are specifically for PS2, but I'm not sure that you can really tell any difference.
Anyway, they are high action, intense, nonviolent games.
