Rent a limo with some friends for a couple hours (movies,mall)

The mall (some have scavenger hunts)
Science or art centers sometimes have some cool programs/sleepover ideas.
Luau
A really neat item my daughter had at her party was a chocolate fountain. You can purchase at Sams Club. Melted chocolate flows over the top and you can dip pretzels, bananas, strawberries, marischino cherries, marshmallows and more...yummy.

Well, you could go a few ways. Being an older brother of 3 younger siblings, my two younger sisters both had sleep overs and BBQ, and music and all for their 13th birthdays. You could do something like that, then after dinner or the BBQ, go to the movies, and then also have a theme for it. Being near Christmas, you could have you and your friends all dressed up in red, and wearing santa hats, or being winter, you could dress as snow men or have a "white christmas" theme and where all white and gold or something. Basically do something you and your friends enjoy but add a bit of a twist, and make sure you get heaps of photos of spontaneous fun times!!

A good thirteenth birthday party is crutial in a girls life. You have quite a talk layed out in front of you. If you live somewhere where snow is accesable it would be a good idea to take some friends snow boarding, and then possible back to your house for a fun filled slumber party. If you decide to go with this dont forget some hot chocolate to keep things warm!
All in all, a house party would be best, since youre getting to old for party's at pizza places with balloons and streamers.. (unless of course thats your thing!) Anyway, if your house isnt exactly ship shape, you could try inviting a couple friends to come crash with you at a semi-nice hotel. (not motel 6!!!) Maybe a best western? you could play pranks, take a dip in the pool and maybe meet some boys ;).

as someone with an early february birthday, and i've had a snow storm every year on my b-day with 3 exceptions (and i'm 23) i've had a lot of experience here.
most fun, skating and playing a really informal hockey game on a frozen lake with a bunch of friends and family, hot cocoa, then playing video games and watching movies, and some friends stayed overnight ( a lot of people didnt wanna drive home in the snow storm ). we also make snow forts for snowball wars in the massive piles of heavy packed snow the plows and snowblowers made. if you pile as much snow as you can into 2 piles about 40 feet from each other, you can have some awesome snow fort games. we hollowed out the the mounds so that they were giant domes, and used the stuff we dug out from the center to make walls and stuff around it. so, i dont know where you live, but if theres a lot of snow by christmas, you could have a ton of fun out there if you plan ahead.

You could go to an ice rink. Most states/cities have ice rinks during the winter. If you don't know of one try the nearest state college or university. also search on Yahoo local to find one.
You could also go skiing. snow boarding depending on how much money you have.
If you are having a party at your house some good ideas would be to have a winter wonderland theme and serve hot chocolate and other fun winter food.

Hm, great ideas here. Bowling is always great, then there's stuff to do outside (ice skating, snowball fight, sledding, whatever). The mall is an idea. Or else just rent out a huge space to do whatever the heck you pleased. There are lots of indoor activity places to go to as well. Um, yeah. I'm assuming you live in a snowy winter place.

Main eating party inside then move to out side when it comes time for fun 1 have groups of three snow man building contest,2 then have a snow ball war it really depends on raither you have a lot of snow, and what you really like and what your friends would like also if you want to freeze your butt off or be warm so you could go ice skating what ever you decide have fun and happy b-day

Outside: Start off with a snowball fight (randomly choose teams). Try not to hurt anyone. Losers have to sing a Holiday song of Winners' choosing. Snow frisbee golf at a park or large backyard.
Inside: Go inside to hot chocolate. Activities can include something with popcorn--string it or candy it into a ball, video games, if you have them, board games, pin the tail games, role playing games. Serve finger-foods like pizza, wings, potato wedges, ribs, eggrolls, chocolate dipped frozen bananas, etc.

Make a snowman and make your birthday cake like a hut and place it on his head. Instead of stick, replace it with candle hold by the snowman. On his feet, you can put all your gifts and exchange it when the party is almost over.
