try teabags or cucumbers, hope this works for you.

-don't rub your eyes. The skin underneath your eyes are very sensitive. A lot of nerves are under that thin layer of skin, so rubbing them really hard and constantly will cause it to puff/swell/"bag"
-Preperation H is said to be a temporary fix. Since it shrinks the skin, tightening it more.
-Get an eye mask or use cold cucumbers to cover your eyes. Again, the cold should shrink up the skin a bit.
-Buy an eye cream. If it's in gel-like form, I would recommend putting it in the freezer before use.
-Eye concealer. Usually they will have pigments that lighten the area and also tightens around the "bags".

put a table spoon in the freezer after five minutes take out and put over your eyes. hope it works for you1

I've never done this myself, but I've heard teabags work.
