Some people do it so that the person that is being dumped won't cause a scene and will control themselves. I don't think it's the best thing to do, I think in private is best. It depends on why you are breaking up too. If she just had it with you for some reason and called it quits right there, best to look inward and stop blaming her and start working on yourself.

No, I think that is inappropriate. If the other person has questions they want to ask, or things they want to say, or if they want to cry, they should be able to. Being in a public place makes that hard.
