Constantly and fast? Talk to your pediatrician about it. It might be a form of tourettes syndrome.

Since you say constantly, I believe it drastically reduces the chance of it being do to seizures - although it's not an uncommon sign in children, it would almost never be constant.
A "tick" sounds very probable
The thing that first came to mind was dry eye. Why do people bllink? Because they're tear film is evaporating and our nerves send us a signal to blink to make our eyes feel better. I would start with your famiy optometrist and they can test for dry eye. If the solution isn't found there, they can recommend you to a good pediatric ophthalmologist and so forth down the line until you find an answer.
How long has this been occurring?

It could be a lot of things, actually. Anything from a nervous tic to a serious eye problem. I'd take the child to a pediatrician ASAP.

do you feel it's more psychological than medical? (as in, you've ruled out dry eyes, etc).
It could just be a facial tic - some of us have those, but it could also be a symptom of something such as tourettes or another nerve related issue. Have you mentioned it to her pediatrician? perhaps she needs to have a consult with a neurologist to rule out a nervous disorder?

She may need to see an optometrist, I would take her as soon as possible. That is one of the signs they look for in school children who can't see properly. Or it may just be that she has an eyelash or small piece of dirt/sand in her eyes. It's always best to check eyes are too important . Good luck to both of you

Have you shown this behavior to your pediatrician? The first thing that I thought of was absence seizures... Or my a Tourette's syndrome...like a tic... Perhaps even a primary eye problem
If it doesn't stop take her to a pediatric opthamologist.

could be what they call TICKS, Tourettes Syndrome(not sure how to spell)...
You should bring this up at her next check up.. I don't think that there is much that can be done.. It is a condition that affects many children and adults!!

My first reaction is to say some sort of seizure. Best to call an on-call doctor and get him in to be seen.
