I recommend Beverly Beach State Park. This is one of the nicest campgrounds on the Oregon Coast. It is near the ocean, with a walkway that goes under Hwy. 101 to access the beach. The campground is wooded, and it goes up a creek away from the ocean, so that you get the best of ocean and woods. The trees also protect from the strong coastal winds. During the Oregon State Parks Discovery Season (October to April) this park is a real bargain, and the coast is great in the winter too. This is a well-maintained park with nice bathrooms. Full hookups are about $21 a night in summer, $17 in the Discovery season, and tent camping is available. Book early if you want the RV spots.

Cape Lookout and Nehelem Bay are the purely state campgrounds contained in the realm. Oswald West is closed at present to tenting. There is a big commercial campgroud south of Newport near Waldport. I stayed there about 10 years ago.
An Oregon Nut is right about Beverly Beach. I've stayed there also. It's just north of Newport. If crab season is on try your luck crab fishing in the bay.
