Adult male hamsters' testicles are always pretty gigantic. Have your hamster's balls gotten bigger recently or do you just think that they look big to begin with? I would say that my males usually had testicles that were at least a fifth of their overall length.

If you had the male from a baby, it might just be that he's finally hit puberty and they dropped. If he's already an adult, there might be something else going on, but I think he's probably fine.

A vet who takes care of exotics (birds, rodents, lizards, etc) would be able to tell you more, but my guess is that unless there's been some dramatic change, he's probably normal.

If you don't have money for a vet, then you shouldn't have a pet. Anyways it could be a tumor or he could be just swollen testicles. Call a pet shop. Sometimes they can give you some advice.
