Go to your state's website, and see if they are licensed under a contractors license with the state.
Any Licensed contractor would be locatable there. Its like a real estate agent or realtor. Always contact your state's department of real estate if you feel the person your working with just isnt up to speed. It will also show you if their license is revoked, or if they have any violations against them. Its always good to know who your giving your money to. Another good place to check is the Better Business Bureau. You can look the company up there to see if complaints have been filed, or contact them to find out if they dont show information upon request through the website.

Ask to see the license before giving him any money. An honest contractor has no problem showing a customer a license if asked. If the contractor gives you any kind of run around about it, then just tell him thanks but no thanks!

You can contact your housing authority and ask if he is licensed.
