Your best bet here is to get a good can of WD-40, or break-free, Sometimes a can of carburetor cleaner is good too. Spray whatever one you are using spray it on the bolt and let is sit for a few min to soak in. Then get when you get ready to remove the bolt find the wrench that fits the job. Attach it to the bolt, then get something about 2 or 3 feet long that will fit over the handle of the bolt (this is commonly called a "breaker bar" or a "cheater bar"). Put the cheater bar over the wrench and as you start turning, have somebody else continue to spray the bolt with WD-40 or one of the others that you decided to use when you began.
If that doesnt' work you may need to drill it out. However you may need to re-tap the hole that it's in though.

WD 40 or Liquid Wrench both work well but you'll need have the time to let the liquid soak into the rust and do it's job. Otherwise, heat em up.

Use a heat wrench. I have used a heat wrench many times on some seriously corroded bolts and it works everytime.
For the uninformed, a heat wrench is also known as an acetylene torch.

Hit them with a blowtorch, let them cool then try again. The expansion caused by the heating can fracture some of the rust-bonding. (Sometimes)
