Depending upon how much space you have, a conventional hacksaw will do. But if you have limited stroke distance or need a more precise cut, I have had good luck using a Dremel took with a cutting wheel on it. They are relatively inexpensive, and the cutting wheels are cheap. I use it for removing rusted bolts as well.
