Depends on the shape of your eyes. If your eyes are large you can put eyeliner on the entire top and bottom lid, but if your eyes are small I would line just the outer corners of the top and bottom.
I like to use soft liners and draw practically in my lashes. Then smudge a bit with my finger. I touch up with the pencil again if I smudge too much off.
Beauticontrol has some great liners. They are soft and easy to apply.
The eye defining pencils in different colors. These are great because they aren't too dark and you don't have to be perfect when drawing a line.
The color Freeze Eye Liner is great if you want more definition.

If you use a pencil like most people do, make sure you have a good point. Starting from the outer corner, make small dots close together, close to the lash line. Blend with a sponge or q-tip.
I, personally, use eyeshadow and a very fine eyeliner brush. This is the easiest and best looking way to apply eyeliner. You just sweep it right along the lash line and it looks great.

on the top you should go from right to left.
under your bottom lashes, you should go inward. It's hard to explain, but I just took a makeup class.
The next time you go to the mall, stop in and ask someone to show you. MAC has friendly staff and they'll show you how to do it and what colors will look good on you.

dot the liner on and rub lightly with a qtip-- btw eyeliner should be used according to age and time of day-- meaning if ur young- dont bother unless ur a prostitute

try gently pulling the bottom of your eye down a bit and smoothly put the liner on but dont go hard cuz it will hurt alot. just go very gently back and forth until youve got the darkness you want.
