Baby Gap, Old Navy, The Children's Place, The Baby Place, and check to see if there is a used children's clothing store in your area, babies don't wear their clothes very long, because they grow so rapidly, and most "used" clothes are hardly worn at all.

You could go to consignment sales if you do that kind of thing. They have nice clothes that are cheap too. Babies dont need brand new clothes. Theyre just gonna spit up and get stuff on them anyways. On the last day of the sale, usually on Saturday, everything is half price. Most of the clothes my daughter has was given to her that my sister in law went and bought brand new because she thinks my niece shouldnt wear anything anyone else has worn. The stuff she has new I bought at Walmart or at Old Navy on sale. Or try The Childrens Place. They always have sales. There's a site and i think the name of it is...
www.kidsconsignmentsales.com
It tells you where the sales are in and around your town.

I would also say ebay - but with ebay's rising costs on seller fees, watch out for sellers raising their prices. But, if you look up what size your kid is & enter in the word "lot" you'll find clothes of certain sizes/genders in one listing. I don't bid on the auctions that have reserve prices, it's always way too much for used goods really.
I'm going to give you (hopefully) better advice and give you brand names.
I don't buy my kids clothes from Kmart or Walmart - nothing against the stores, but they still tend to make their clothing very 70ish and the costs isn't much lower than most sale prices at the mall. I don't buy from Target either. They price their clothing at name brand prices, but seriously, they're not Marshall Field's so they need to stop pricing like it. I never find a good deal there on kids clothes.
Gymboree - clothes fade easily, or the colors run. I will never buy from them again. Not only that, 2 outfits cost me well over 100 bucks, and as many times a kid goes thru outfits - no thanks.
The Childrens Place - love the girls stuff, don't really like the boys. Jeans don't last thru one kid, I've had more problems with the snaps on boys jeans than any other. Tshirts always have mystery spots after washing. Their summer stuff is good, and if you hit the store on the right day, they do have great sale prices.
Baby Gap I love - but I think they are sooo pricey. However, the quality is excellent and I've never had a problem. I buy a lot of baby Gap on ebay.
I personally like Ralph Lauren, but there's always very little to choose from, and prices are just as overrated on ebay. Tommy Hilfiger - I stopped buying it because the colors always ran on the multi colored items.
Where I spend most of my money is Old Navy - jeans are usually under $10 a piece (same as kmart if you noticed), and they are durable. I've never had a problem. They've also got super end of season clearance sales - usually 97 cents a piece. I try to save up to buy stuff for the next season, and then I save tons of money.
I'm also a frequent shopper at TJ Maxx & Marshall's. They've always got super clearance prices. Name brands are even super cheap. I can get lots of stuff from there, and their clearance prices are usually around $2-3 a piece.
I never buy ahead, unless it's end of season & I'm shopping for the next year. I've never been one to buy summer items in January when the summer stuff first comes out. Stores always overstock themselves so much, that I've never had a problem finding something that I didn't like, when the season started. And by then, it's always at least on sale.

Target. My husband works there. I love Old Navy. I picked up my baby's swimsuit for next year on sale for $3 and a matching hat 97 cents. Oh Kohls has cute stuff and they have good sales like every weekend. But honestly...her aunt buys her alot of her clothing. She takes her shopping at BabyGap and Children Place when she visits us. And mails us the latest in baby fashion in between visits. Everyone should have an aunt like her. ; )

It depends on what you are looking for. I really like The Children's Place. Their clothes are reasonably priced and hold up well. But JC Penney's has some inexpensive and well made clothing lines as well. I try to stay away from Wal-Mart and Target as I find their clothing shrinks a lot.

Cheapest is garage sales. About a quarter of the stuff on garage sales is used baby clothing. You can find an amazing amount of high quality stuff for about 10 dollars.
The higher prices with the best quality and customer service is Lands End ( http://www.landsend.com ). It is a business that believes in selling quality of product and service rather than low prices.

Honestly, I love going to yard sales and thrift stores for baby clothes. Most babies don't wear a specific size of clothes for very long, so the clothes aren't very worn (most of the time, there are those outfits that have been spit up on, etc.)... this is true at least for the first year (or less) for babies when they are less active.

Try a consignment store. You can find very nice clothes for about the same amount of money you would pay for the junk at wal-mart. They are second hand but these stores only accept clothing that is not blemished in any way, so nobody knows that they are used clothes.
