It's called the Black Spot. Bootstrap touched his hand, and it appeared, because Jack owes Davy Jones his soul.
Traditionally, the black spot was a black spot on a blank piece of paper left somewhere among the victim's belongings or given directly to them. It's generally equated with a death mark, because if you receive it, you're being hunted by pirates because they want to kill you.
You can find two examples of the black spot in the book "Treasure Island" by Robert Louis Stevenson when Billy Bones receives one and is then later hunted by pirates that he once sailed with as well as when Long John Silver is given a black spot by his crewmates on Treasure Island itself because they are dissatisfied with his leadership skills and they want to "replace" him.

The black mark was from Will's dad (Bootstrp Bill Turner) He gave it to Jack becuz it would remind him that he had to see Davyjones. Or he would die.

It's him being taken over by death. When Davey Jones guy touched him, he was saying he had to pay up. Davey Jones wanted him, now. That means he was going to have to go spend eternity on Davey Jones boat.
