she does just enough to make me think there is a chance and thats it
doesnt want to talk about it and says if it come to that it will do it by itself.

I had to look at your profile to understand that 'it' means love.
It's your choice, whether or not you want to wait. If you love her with all your heart, then I suspect you will. You can't make anybody love you, all you can do is wait if you want, and hope. Maybe she needs more time to see if the changes in you are real, and you're being sincere. And maybe it will never turn out the way you'd like it to. I do believe that everything worth having is worth working, and/or waiting for, but the choice is yours.

Talk with her and tell her she cannot keep having things both ways. She is confusing you and emotionally abusing you. Stand up for your feelings and if she cares about you then she will start to respect your feelings. If she does not show you more respect...move on. We teach people how to treat us, by the things we accept or reject. If you accept and tolerate this one sided dominating relationship, it will only get worse and it will be your own fault.

Counseling go it works and if it doesn't it looks great that you tried when you go to court start keeping a log of when she cut you off that will help too.

Be unavailable. She wants control over you and is playing hard to get or isn't available really.
Try to get over her...do other things....and if she shows interest, tell her she is going to have to commit to more than a game or it is over.
She is controlling your emotions....not fair and not fun either.

Bottom line is if she does not want to communicate she is not willing to work it out. She is leaving you hanging. Marital counseling should be tried if she is not willing then you have your answer.
