yes you can get arrested and charged with manslaughter..
but I do not think this is right..
I think if some guy can steal a wallet out of your hands he is free game for however you retaliate or protect yourself and your personl belongings..
I hate thieves..

If you are in possesion of an illegally concealed fire arm yes. Beyond that it would depend on your local laws.

get a good lawyer. if they are running away a pose no threat of death or bodily harm, then you're going to jail... that bullet hole in their back is hard to deny.
shoot them before they get your wallet.
