I have 2 daughters and I would never tell them to get implants, in fact I would talk them out of it if they were ever thinking about it.

No I'd encourage her to accept what she has and have enough pride in confidence in the little they may seem, that may give them a little swelling though not necessarily. If on the other hand her chest is like that of a little boy I'd look into the possibility of having some of her own body fat moved there. Most artificial implants have more disadvantages than advantages in the long run. In the end though I would respect any decision she chooses as the one that makes her happy, for that is the real issue here.

I would never encourage any woman to have breast augmentation surgery unless her breasts were either A) so large that they were causing back problems in which case breast reduction surgery can help) or B) her breasts were severely disfigured and causing a major self-esteem problem where she literally could not see herself ever getting married when she is old enough because of how she looked.
If her breasts were small (or even flat-chested) but not disfigured, I would tell her what I have told others - "it is not the breasts that determine who you are. It is your personality and how well you treat others. Besides, there are LOTS of men out there who much prefer smaller breasts over larger breasts. Don't waste your money (or risk your health) with breast enlargements."

I wouldn't ever encourage anyone to do any sort of physical augmentation for the sake of vanity. I am a firm believer in being happy with who you are. My first thought would be to forget about the whole breast implant ideas, and start working on why she's so shallow. I've dated pretty women, ugly women, big boobs, little boobs, medium boobs, etc., but what I've found is that as a guy, boobs are great! But that doesn't mean big boobs...just boobs.

No. No. No. and No. The only reason people get implants is they are insecure with themselves and they somehow think that cosmetic surgery will fix their self esteem. This doesn't make any sense because your confidence is in your mind not in your boobs. Bigger boobs does not equal more confidence in yourself. People need to think about the things that they are good at rather than where they are lacking. Find something you are good at and build on it. Don't find something you are bad at and try to build it. Especially if it's only cosmetic. People need to think more about what goes on inside their own heads and less about what other people think of them.

No one should ever encourage anyone to get any kind of cosmetic surgery, especially a father. That would be her choice only. And whatever she decided a good father would support 100%.

Absolutely not! All surgery is risky, I've had breast surgery (not implants) that resulted in serious complications, I wouldn't wish that on anyone.
