My Haynes book said the flasher was in a compartment behind a panel in the glove box. There was no compartment.
I found a block behind the fuse box (near the driver's left knee) that had 2 cylindrical and 1 rectangular module (one is the "hazard" flasher). When I removed them all, the turn signal lights still came on, so I assume none of those was the signal flasher.
The autozone guy said to look near the steering column, under the dashboard, above the kickplate. I don't see anything remotely like the new flasher I bought that is supposed to fit this car.
At a car repair Q&A website, some guy said he found the flasher "on the end of a wire, not connected to anything, just hung over a heater hose". There were some heater/cooler ducts under the dash but I saw nothing like that and no wires I pulled seemed to be unhooked at either end.
I would appreciate any ideas, even crazy ones.

I can't listen for the sound because I am getting lights but no flashing, no clicking, nada.
I tracked the "hazard flasher down" by turning the hazard lights on and following the sound. It is not the same flasher. The signal flasher remains silent and hidden.

Try outside by the crank used to start the car.
seriously, this is the answer I found:
"it is up under the dash, you need to get down on your back and reach up under there. it is almost behind the ashtray. i hope that helps."

Okay, here a "crazy one." I always thought the signal and emergency flasher were the same component. If the replacement looks like the one you think is the 4-way emergency flasher, go ahead and change it. Then, if that didn't work, call your dealer, parts department, and ask the person where it is located. Or you could stop by Advance Auto Parts, or your own favorite auto parts dealer, and look it up yourself on one of their pertinent shop manuals. Or ask the parts guy while you are still there.

Wow. I actually used to own a 90 Dodge Shadow. I didnt think anyone still had a running one.
I truthfully do not know where to find the signal "flasher" but I would recommend calling a Dodge dealer and asking them if you havent already. They should be able to tell you what you need to know.

turn on the right turn signal and follow the clicking, as your left turn signal uses the same ashcan.
Can't be too far from the fuse box I imagine.
