Well, specifically I'm referring to chat rooms, IM, and e-mail. I just heard something on the radio where someone said "Brought to you by AOL, which is free for everyone now."

I had earth-link and my computer got soooooooooo many problems that I had to get more protection so that day I received a disk for 90 days RISK FREE so I thought cool 3 months FREE wrong I got billed for it so I called AOL you get 3 months to see if you like AOL in the first 3 Months you still pay for it but you can cancel any time in the first free months and they will refund your money. I have not heard of AOL giving away anything.

No, AOL is not free now, but what they have done, is allow non members to use some of there specific programs, without charges, as they did in the past.
AOL still sucks, but they do have some neat proprietary programs, you may care to check out.

Its free as long as you hav an internet connection, then it can be free.
