since your first question was already answered, I'll just answer the last one (even though I prefer using an IDE for creating java programs, like EasyEclipse or BlueJ). The new java versions are not just once a year, there are minor updates (the next one would be 6 update 13, which mostly contain bug fixing or making some functions easier to use / less resource using) and there are bigger updates, which mostly contain new functions (the next one would be 7 update 0, or just 7).
