Should supplement pay be included in vacation payout?

Our State pays out vacation days when you leave. Teacher/Principal Salaries are a combination of a State base monthly salary and a monthly County supplement. Everyone is paid these combined to make up their total monthly salary. Upon leaving, they send your vacation payout based ONLY on the State base. If the total pay is the combination of both, shouldn't the vacation payout include both? What does law say?

Yes it is ok, that is if you are the worker. No, it is not ok if you are the employer.
