Depends if you want a new one or if used is okay. Used, you could probably snag one off of eBay. However, since you want to use it with Cingular, you need to make sure it is GSM and either Cingular branded or "unlocked". (Unlocked would allow it to be used with either Cingular or T-Mobile.)
If you are looking for a new one, you can do a Google search for "razr phone no contract". You'll get a few links like the one below (at $259.99). However, these will be more pricey.

I remember seeing a razr cell phone at Walmart. You can either buy it with a plan, or pay an outrageous amount for the phone without a calling plan. Try ebay.
