New hotel just opened, super nice, The W Hotel, just across street from West End and American Airlines Center, but of course very expensive. The other "best", or at least most locally popular night life style hotel in the uptown area and is on Mckinney Avenue, Hotel Zaza. In downtown area, those are the two hot spots.
For a less busy, more romantic spot, of course The Mansion on Turtle Creek is famous.
You asked for the best.
The state fair in Fair Park area is very dicey, but it's just a few minutes east of downtown, so stay in downtown/uptown area, anywhere nice really, and you should be alright.
Out of all these answers, there seem to be so few specific suggestions, people just don't answer the question sometimes.

The Texas Fair is in South Dallas, at Fair Park. Trust me that's not a great part of town. Stay at a Marriot or hotel near the DFW airport then rent a car and just drive down. SO much easier; trust me.

id stay in a hotel downtown dallas, its close to the fair and the downtown area is safer.
if its just for a weekend id say one whole day at the fair
then maybe a nice breakfast at your hotel and head back home.
be prepared, the fair will be crowded and it will be HOT
have fun!
