I think you feel sorry for doing something wrong. Especially if you were taught empathy when you were growing up.

I think being sincerely sorry for doing something wrong depends on the sensitivity of one's conscience. A person feels so badly about doing something that violated his moral code that he cannot keep silent, else his conscience will not let him rest.
Truth be told, I think that is rare today. A person's conscience is hardened or seared at earlier ages than ever before, and the moral center that most people are born with no longer works. The only thing left is regret that one got caught.

Usually, I feel sorry that I hurt the other person's feelings, I'm not sorry for what I did, just what it did to them. It depends on what I do to get caught. If it was writing on the back of a bus seat with a friend in 6th grade(which I got in big trouble for) then I felt really guilty and sorry for the bus driver and the school for destructing their property. But if I was grounded off of the computer and my mom caught me back on it, I'd be sorry for getting caught.

It depends on how wrong I was. If it was an honest mistake and I realize it (it doesn't matter whether I get caught or not) I feel bad and try to correct it. If on the other hand, I do something wrong on purpose (a rare occassion but still) I don't feel bad because I've done wrong consciously. It all depends on whether I mean to be or do something wrong or not.

A fair percentage of people are sociopaths with no conscience. In the neighborhood of 10%. They are definitely only sorry they got caught, but are manipulating the situation even then.

Having to live with the fact that I did something wrong.
But...if no one else knows, then whom should I ask for forgiveness? I think the hardest forgiveness to obtain is your own - at least if you're the kind of person who would care in the first place.
