The a/c is located close to the neighbors fence and its a noisy one (more than 70dB). It needs to be weatherproof and not look like a shanty house.or some other shabby collection of panels.

Most of the noise comes from the compressor. Check with a local a/c supply house and see if they have an insulating jacket that will fit around yours. Rustproofing sprayed generously in the bottom of the condenser floor may help as well.

Personally, I would rather expose my neighbors to noise than destroy my equipment by a sound-reducing contrivance that obstructed air. Without proper air flow across your condensing coil, the refrigerant gas enters the compressor at too high of a temperature, causing overheating. It may shut the compressor down via a pressure switch, or it may eventually fry it.

Sometimes companies that scrap their own equipment will have jackets on compressors in old condensing units. See if you can snag one that will fit. Good luck!

I've done this...
Build an oversided (to allow are circulation) half-cube (4 sides-left, right, back, top) with sound insulation on the inside. Place the cube around the back side of the ac unit with the closed side toward your neighbors and open side towards your house. It's not perfect but it will block some noise and won't choke your ac unit.

There are fencings and covers that can do what you want, though so far the Captain's suggestion looks best to me.

One thing that you might try is building a trellis and grow vines up it: That should help deaden the noise. The big challenge would be to find a vine that will do what you want without running amuck.

you can't sound proof you A/C, that will starve it of air making your electricity very high, have an A/C repairman look at it. It could be as simple as putting in a new motor that's less noisy.

quick and cheap way to solve problem is give your neighbors each a pair of ear plugs

whatever you do, do not restrict the airflow from the condenser coil...
