no yahoo is very slow about making them available to anyone else. it could be years. back before yahoo bought geocities turn around time on usernames was 30 days. not anymore.

Yes, because usually some sites have some kind of record for people that had made an account on their webpage if you delete your account the record usually stays but you an still make that same one again, unless someone else takes it.

Are we talking an ISP email addy or Yahoo or what?
Either way the answer is yes, but depending on who issued the account (ISP, Yahoo, etc) will determine the amount of time you have to "rescue" it and keep it yourself again.

Yes, he/she will just have to provide his/her personal information and choose a password - after your ISP has removed your information from that account. If you plan to open a new account, I suggest you hang onto the old one until you are sure you have notified all your friends of your new address.
