1. Is it clogged? When you flush, does it flush all the way, or kind of swirl around and not totally empty the bowl?
2. Is there anything in the tank? Mold or mildew growing?
3. Is there dampness around the tank seal or around the pedestal? Could be a cracked seal.
4. Is there a male in your household who pees all over the flush? Urine can get built up under the tank and you need to really swab it well with a cleaning cloth to get it out.
5. Do you have a septic tank, or are you on town sewer? A full or failed septic tank or a clog to the septic tank can cause a smell. A clog to the sewer main can do the same.

More than likely sounds like a sewer back up and that has to do with the way the air vents are installed in your bathroom and how the pipes are run under your houses system. Try using toilet air freshners that hang from the side of toilet until you know for sure what the problem is.

I am not a plumber but, I can tell you that in some cases when the sewers back up, it can end up backing up through the plumbing system and cause a very unpleasant smell that will remain in your bathroom. If that happens frequently, you can pretty much bet that there is a problem somewhere where a sewer is.
