poping and crackling was coming from under the cowl of the motor. Would not restart.

poping came from under the cowl. sounded and felt like over heat but wont restart. engine still turns over but will not run.

That is vague description as to an outboard. Is it a 2 stroke or 4 stroke? Best guess would be an ignition issue. If the timing went out of speck, ie a sheared flywheel key, cdi box failed, trigger failed, it would cause the no start issue and be causing the popping noise. If you can supply the make, horsepower, and year, we can start to get closer to the cause.

A popping sound is not uncommon on an outboard with a fouled plug.
NOW popping and crackling??? Crackling sounds are not good and could be it got really hot.
Start with looking for burnt paint and do compression test.
Paying close attention to middle cylinders.
Check your teflon rollers that actuates the carb linkage and advance timing

IF you cooked the motor - you likely have a lack of compression - do a compression test before you go any further. Then check for spark.

Check the spark plugs and wires. Could be it.
