It's a form of teaching, in a sense. Socratic teaching, in a sense. By asking another question of the questioner, you allow the questioner to think about their original question more. Hopefully, in this way you will get a better question being posed, and gain some knowledge along the way.
Then again, some people just do it to be annoying (jerks!).
