Actually, if you look at the Presidents - from Samuel Huntington, who was the first president under the Articles of Confederation (inaugurated on March 2, 1781, one day after the articles were fully ratified by the colonies) to the present, all were either born in locations which became states or else were already born citizens.

Samuel Huntington - Connecticut
Thomas McKean - Pennsylvania
John Hanson - Maryland
George Washington - Virginia
John Adams - Massachussetts
Thomas Jefferson - Virginia
James Madison - Virginia
James Monroe - Virginia
John Quincy Adams - Massachussetts

So you can see, it's a question of semantics as to whether or not any of the "founding fathers" who became President were actually not U.S. Citizens - for the very act of rebellion and creating the United States (and the Articles of Confederation, which in turn led to the Constitution) granted each and every one of these men U.S. Citizenship.

the first 9 presidents were foreign born, although citizens after the signing of the constitution.

John Tyler, born March 29, 1790, was the first President born after the adoption of the U.S. Constitution. All Presidents born before him were eligible to be President because they were citizens at the time the Constitution was adopted. (Zachary Taylor was born on November 24, 1784, before the Constitution was adopted).
