zxr400 are not imported to USA. They have a 15 digit vin number and USA standard is 17 digit. You will have a hard time getting it title and all rest of paper work. You might be able to find some in Canada but it isn't worth $$ and time. Also, you 'll be disappoint with power, handling and getting parts...very old stuff

Are there any cycle shops in the Seattle area, I would think, I'm not a cycle rider, check the ads in a local paper, or online would be useful...

www.ebay.com or www.cycletrader.com would probably be your best bet, other then a local dealer.
