I remember seeing this really bad English Sci-Fi movie on TV that had silver balls of various sizes, I think it was called 'Glitterball'. But that's about all I remember.

Are you sure it was a children's film? I know 'Phantasm' had silver balls that moved around and it does feature a young boy but it's a horror sci-fi flick.
Or could you be thinking of 'Batteries Not Included' where it's little space ships that move around?
