The program itself is legal. Downloading copyrighted material is illegal. Some new artists, filmmakers, etc, will release a couple songs into the network to get their name out there. For the most part though, it's illegal when you download copyrighted music.

Limewire, the program itself, is legal. Downloading and keeping songs and programs from the Gnutella network (the network that Limewire connects to) is not.
If you run across a site trying to sell you Limewire and stating that it's 100% legal, then it's a scam site. Limewire is FREE! The only place you should get Limewire is from the real Limewire site. Any other site that offers Limewire is bogus.
Try this. Go to the top of this very page you're looking at. Type LIMEWIRE into the search box and click on "Search". When the resulting page appears, look on the right side where the "Sponsored Results" appears. Every one of those listed is a scam.

Depends...you can use Limewire to download songs but most of the songs people download are illegal. Some groups use file sharing networks to release their music (ie to get their group out there). It is legal to download stuff you have permission or ownership rights in....

It is legal as long as you intend to make a private and personal use of the music you download. This said if you meant to sell mix / MP3 CD's with files out of it then becomes illegal.
Besides it's one of the safest P2P programs there are, even more than Kazza and WinMX, because it notifies you of corrupted files before you completly download them.
