For advanced and fully functional photographic manipulation gimp2 is very similar to Photoshop and is available from http://www.gimp.org

This product is free, no adaware or spyware either.

Try Limewire or Ares. Just input PhotoShop 9 and if you are lucky you'll find it. It's about 170MB. I hope for you, you are not on dial up...
