because people are stupid and hypocrtitcal and that's the plain truth.pride gets in peoples way, too. it's like "my nations better than yours is!" and the other guy gets all mad and is like "Ya right! We totally could kick your butt!" And then the dirty politicians start fighting and get the government in on it, and no one wants that.

Cause there has to be consequece to incite negotiations. Without the fear of fighting and conquer, what motivations would a said party have in negotiations.

because no matter what decisions are made during negotiations there has to be some way of enforcing them.

Because that's passive thinking. If everyone was passive, it only takes one aggressor to rule them all. Fortunately, half of our species is naturally aggressive, so that no one group can flatly overrun the rest.

watch the movie, "why we fight" we rented it a blockbuster. it's a documentary with interviews from some of the most important people involved in the war process. i think you'll find it eye opening.
