Aglets, my sister asked this question saying it was her question in life a couple days ago.

They are there to keep the ends of the laces from unravelling, because then the ends of the laces will not fit through the eyelets on the shoe when you go to lace it up.
Pick the plastic bits off the ends, and you will find out :-))
